L’épisode commence par une course de voiture illégale entre deux concurrents…Alors qu’ils roulent, la voiture de James Rush explose une 1ère fois avant d’exploser une seconde fois provoquant sa mort …

A l’OSP, Callen et Sam arrivent en discutant des différentes autoroutes à LA, Sam les connaissant par cœur. Alors que Kensi et Nate l’interrogent, Eric les siffle en arrivant sur sa trottinette électrique. Il leur explique mal mort de Rush, marine intendant, mort dans la course-poursuite ; ils ignorent s’il s’agit d’un simple accident, d’un meurtre ou autre chose puisque Rush travaillait sur un projet top-secret. Callen souhaite donc se rendre sur la scène de crime mais Sam préfère éviter craignant les bouchons : Callen s’y rend donc avec Kensi. A leur arrivée, il sont accueilli par Allison Pritchet, qui se présente comme assureuse ; Kensi semble pourtant avoir du mal à la croire ce qui amuse Callen. De retour à l’OSP, Callen et Kensi sont accueilli par Sam et Hetty qui sermonne Callen pour son nouvel excès de vitesse en voiture qui lui vaut de subir un « traffic school de 16heures » suite à ses infractions. Pas ravi, Callen est charrier par l’équipe.

Eric explique à Sam et Kensi qu’il a réussi à récupérer plusieurs vidéos et photo de la course, permettant à l’équipe d’en savoir plus sur l’accident : selon les analyses, et les connaissances de Kensi, la 1ère explosion n’a pas tué James mais plutôt la seconde qui a été provoqué par autre chose : quelqu’un a donc bien saboter la voiture. Callen de son côté se rend au traffic school, où l’enseignant semble un peu dérangé. Sam et Kensi se rendent chez le garage des Rush, où ils retrouvent Angela et Keith, le frère et la sœur de James, en pleine dispute avec le mécanicien Omar : ils connaissent des soucis financiers, comme ils l’expliquent respectivement à Sam et Kensi. Ils expliquent aussi que James courait contre Tokkan, un coureur que personne ne connait et qui en voulait soi-disant à James. Kensi aidé de Nate, analyse et démonte la voiture de James, expliquant à Nate que petite, elle aidait souvent son père à tunner ses voitures. Elle finit par trouver une batterie ; ils se rendent donc à nouveau au garage et se retrouve face à Garrisson, officier supérieur de Rush qui fouillait chez eux. Interrogé, il finit par expliquer ce qu’il cherchait : deux batteries navals expérimentales que Rush voulait essayer. Il a mis la 1ère sur la voiture mais la seconde a disparu. Ce qui serait embarrassant et dangereux puisqu’elle doivent être essayer à nouveau afin d’aider les troupes de la NAVY. Il leur donne un indicateur permettant de retrouver grâce aux ondes la seconde batterie.

Le lendemain, à l’OSP, Callen explique à Sam son calvaire du « traffic school » ; il se pose aussi des questions sur l’affaire. Kensi et Sam se rendent au garage des Rush et retrouve Angela qui leur explique qu’elle détestait voir James courir. Au traffic school, Calen parvient à aider à sa manière l’équipe en soulevant le point sur l’assurance : qu’ils enquêtent de ce côté puisque les assurances ne représentent pas les speed-racers. Ils découvrent que personne agent d’assurance du nom d’Allison n’existe. Eric parvient de son côté à retrouver la trace de Tokkan, grâce à son GPS ; Sam et Kensi s’y rendent et après une course-poursuite en voiture, parvienne à le stopper : il s’agit de l’agent d’assurance, Allison. En salle d’interrogatoire, elle finit par avouer : elle et James étaient ensemble ; ils couraient ensemble pour permettre à Allison d’être prise au sérieux. Pour elle l’unique personne qui en voulait à James était Stringer, un parieur et coureur. Grâce aux images, l’équipe le retrouve sur la scène de crime en train de parler à Keith, le frère de James. Sam et Kensi se rendent à nouveau au garage et retrouvent Keith en train de se faire tabasser par des hommes de Stringer. Keith finit par expliquer qu’il a parié le soir de la course, James lui ayant assuré sa victoire. Il leur dit aussi ne pas savoir l’existence de la batterie navale et leur indique où trouver Omar Alvares, qui pourrait lui savoir où elle.

Au traffic school, Callen est en pleine simulation ce qui l’agace terriblement mais parvient quand même à recevoir des nouvelles de l’équipe. De son côté, Kensi et Sam retrouvent Omar, et lui font croire qu’il a été contaminé par la batterie afin de savoir où il a caché l’autre batterie. Il finit par leur dire qu’il l’a vendu à Stringer mais qu’il n’est pas responsable de a mort de James. A l’OSP, L’équipe cherche à savoir comment trouver Stringer ; l’idée de se rendre à une course semble la meilleure idée. Hetty leur explique alors qu’elle a installé un petit quelque chose en plus sur la voiture permettant à Sam et Callen d’être égal à égal face à Stringer qui courra avec la batterie. Kensi arrive alors au lieu de la course avec la voiture de Tokkan, mais Stringer parvient à s’enfuir. Une course-poursuite se lance entre Sam et Callen et Stringer. Grâce à l’engin technologique de Hetty, Sam parvient à rattraper Stringer qui se crash en voiture.

A la planque, Stringer avoue pour la batterie mais nie avoir trafiqué la voiture de James. Kensi comprend alors que c’est Angela qui a saboté la voiture de son frère, ignorant la présence de la batterie et ne souhaitant que le fui faire stopper ses courses.  A l’OSP, Nate annonce qu’aucune charge naval ne sera retenue contre la famille Rush. Alors que Sam, Kensi et Callen s’apprêtent à aller tester la voiture de Sam, Hetty arrivent  et annonce qu’ils feraient mieux d’entrainer Callen à conduire puisque celui-ci à échouer au test du traffic school, ce qui lui vaut quelques blagues …

Kensi fan de voiture : je l'aime de plus en plus elle! Et le stage de conduite de Callen alors ça c'était trop fort... sans parler de hetty sur son truc à roulettes à la fin: ce que j'ai pu me marrer !
